「進化」と「デザイン」は自然/人為(人工)という対立項として見なされているが,これらはむしろ相補的な概念であり,社会進化においては人間によるデザインは不可欠である。それゆえ,進化経済学は,大規模かつ複雑な経済システムを,その中で多様な諸制度が競争・共生しながら進化する過程として説明するだけではなく,そうした諸制度をいかなる倫理やルールに基づいて設計構築しているかについて規範的な提言を行うという課題も持つ。記述理論としての進化経済学は,ミクロレベルとマクロレベルの双方向的・循環的な決定関係(「ミクロ・マクロ・ループ」)を理論化するために,経済主体(ミクロ)と市場経済システム(マクロ)という両レベルの中間に位置する制度や慣習,なかでも,貨幣や在庫のシステム的・情報的・認知的な諸特性に着目する。規範理論としての進化経済学は,ミクロ的・マクロ的な経済パラメータの調整だけではなく,貨幣媒体の全般的な制度設計自身を実践的・政策的課題として認識する。すなわち,地域通貨は,現行の貨幣が持つ分散的システム形成を保持しながら,その欠陥を内在的に除去しうるような貨幣制度を意識的に導入するための社会実験である。その意義は,経済主体の内的特性と経済システムの構造特性を少しずつ変容・進化させるところにある。
