本研究は、インドにおける急速なIT産業、特にソフトウェア産業の成長と、雇用・教育との関係を体系的に検討するものである。具体的に1)IT関連産業における需給パターン及び技能開発パターンの変化の分析;2)中等・高等教育における就学構造及びカリキュラムの変化の分析;3)IT産業の成長がインド労働市場に及ぼす影響の解明;4)IT技術教育に関わる産業、教育機関、政府(産学官連携)の3者間の制度的連関(institutional linkages)のあり方の変化の分析、の4点に焦点を当てた。本研究の遂行のため、現地調査を3回、デリー市、カルナタカ州バンガロール市及び周辺都市において現地調査を実施した。13年12月に行った現地調査においては、a)インドIT産業の成長パターンと産業構造変化、b)IT産業の集積パターン、c)IT技術者の供給パターンの変化、d)カルナタカ州における工科系大学・大学院教育の変容、e)カルナタカ州における労働市場の変化、等に関し、中央及びカルナタカ州IT省・人材開発省ソフトウェア産業連合会等関連機関において資料・データ収集を行った。また、文部科学省「平成13年度海外研究開発動向調査等による研究者の派遣」により、米国マサチューセッツ工科大学及びスタンフォード大学へのべ5週間の派遣機会を得て、IT技術が途上国の教育の普及に与える影響に関する研究について先端の研究機関における研究動向を把握した。14年度10月に実施した2度目の現地調査では、a)バンガロール市・スラット市にある代表的な工科系大学・大学院における近年のカリキュラム及び就学パターン、b)ソフトウェア企業9社におけるIT技術者のプロフィール及び社内技能形成のあり方、c)ソフトウェア企業協会等、関連中間組織と政府・教育機関との連携について聞き取り調査を行った。最終年度である15年度には、アジア経済研究所客員研究員として、「アジア・中国の産業クラスターの協調と競争」共同研究プロジェクトに参加し、バンガロールのソフトウェア・クラスターの成長要因を地域労働市場のダイナミズムに焦点を当てて分析した、分析結果は、"Bangalore's Software Cluster : Building Competitiveness through the Local Labor Market Dynamics"と題する英文論文にまとめられ、アジア経済研究所から2004年3月刊行予定の英文図書に収録予定である。さらに、バンガロール以外のソフトウェア・クラスターとの比較のため、平成16年2月・3月に実施した現地調査では、新興ITクラスターであるハリアナ州グルガオン市を視察し、関連機関において資料収集を行った。これらの研究成果を踏まえ、16年度以降は、新興のソフトウェア・クラスター(プネ市やグルガオン市)に研究対象を拡吠地域のイノベーション・システムとソフトウェア・クラスターの発展との間の関係をさらに掘り下げて研究する予定である。

This paper discusses the relationship between rapid IT industry, special software industry, growth, employment and education Specifically, 1) the analysis of the transformation of IT related industries 'needs and technology development;2) the analysis of the transformation of secondary and higher education's education structure and technology development;3) the explanation of the impact of IT industry's growth on the IT market; 4)IT technology education related to the industry, education institutions, government (industry-university-government) three institutional linkages between the analysis of the transformation of the four points focus on time. This study was carried out in three rounds of field surveys, including city surveys, city surveys and city surveys. In February and March of 2016, local investigation was conducted, and new IT services were conducted. Data collection was conducted for related agencies. The research results of this study have been developed since 2016, and the relationship between the development and development of new and emerging software (including the market) has been determined.
