项目摘要

近年、インドのIT企業が日本企業との結びつき強化に積極的になり始めた背景には、日本に進出するインド企業は増加の途を辿っているものの、本格的なビジネス展開に至っている事例がまだ限られているという現実がある。2001-2002年度のインドのソフトウェア輸出総額は約80億米ドルとされているが、その内訳では、米国が62%、欧州が24%、日本は依然4%に留まっている。その原因にはインド企業に対する情報不足や、お互いのビジネス慣行に対する理解の欠如など文化的な要因もあると考えられる。また、米国、欧州のように外国の人材活用に馴染みの深い市場とは異なり、外国人を国内において活用するノウハウの蓄積が薄い日本企業自体の体質上の問題も考えられる。しかし、日本企業への情報不足については、それを補おうとするインド側の努力も目立ってきている、在日インドIT関連企業と、日本企業の交流、情報交換を目的に設立されたインドITクラブが中心となり、新潟、岐阜、石川、京都、大阪においてITセミナーを開催する等、日本全国をターゲットに日本企業との結びつきを深めようとする動きに出ているからである。さらに、インドが単なる下請けではなく、高度な技術の供給源であるということをよりアピールするインド政府の政策も注目に値するものである。その典型が、インド政府による130カ国の発展途上国に対する技術支援プログラム(技術研修の操供)であり、また、日本人を対象とするインドたおけるIT研修コースの創設でもある。人材育成のプログラムを通してIT先進国としてのインドを世界にアピールし、市場確保に乗り出す政策が、どのような効果を生み出すのかは注目に値するだろう。同時に、インドITの質的評価を適切に行い、それをどう企業戦略に組み込んでいくのかは、日本企業自体の戦略における課題でもある。
