项目摘要

家族参画実践を児童虐待領域において最初に導入したニュージーランドにおけるファミリーグループ・カンファレンスの評価について先行研究、ニュージーランド児童保護機関での職員インタビュー、ファミリグループ・カンファレンス国際会議への出席等により明らかにした。ニュージーランドおよび諸外国における家族参画実践に関する評価については、(1)文化的側面、(2)実践的側面、(3)政策的側面から分析した。(1)に関しては家族、親族、地域関係を尊重する先住民族の文化ストレングスの導入として捉え、それが文化を越え、普遍的価値を有した実践であることを明らかにした。(2)に関しては近年におけるソーシャルワーク実践動向との関連から社会構成主義に基づいたナラティブ・モデル、ストレングス視点、エンパワメント視点から評価を行った。(3)に関しては新自由主義との関連から家族・個人責任イデオロギーの観点から批判的に検討した。現在、欧米・オセアニア先進諸国では、家族参画の是非を論じる段階を経て、家族参画を促す方法や、子どもの参画に関する議論が活発に行われている。パターナリズム・モデルと参画モデルの統合が、それらの国々における課題となっている。またニュージーランドの家族参画実践啓発ビデオの翻訳および日本語吹き替えを行い、それを教材として活用し、児童相談所職員に対し、学習会を開催し、現場での活用の可能性に関して意識調査を行った。その後学習会参加者に対し、我が国における家族参画実践導入の1.意義、2.課題、3.取り組みについて聴き取り調査を行った。結果として1.意義は(1)ストレングス活用、(2)意思決定過程の活性化、(3)当事者意識・意欲の促進、(4)子どもの安全体制の確保・子どもの権利保障、2.導入に際しての課題は(1)当事者意識、(2)運営、(3)当事者の能力、(4)文化、(5)専門性、3.課題への取り組みは(1)法律改正・実施要綱等における規定、(2)司法の関与、(3)財政的支援、(4)FGC開催機関、(5)支援体制の保障、(6)研修の実施、が明らかとなり、さらに詳細な分析を行った。今後本研究に基づきさらにファミリグループ・カンファレンスの普及に努め、その実施状況について分析を行っていきたい。

The topic is divided into (1) Legal correction and implementation guidelines,(2) Judicial relations,(3) Financial support,(4)FGC development agencies,(5) Support system guarantee,(6) Research implementation, and detailed analysis. In the future, this study will focus on the popularization of the Internet and the implementation of the Internet.
