1.住民組織に対する地方政府の補助金政策による所得再分配効果について市町村と住民組織の実態調査を継続し、数量分析の可能性を探った。当該補助金が一般歳出に占める比率は予想外に高く、趣旨・内容も多様である。使途が限定された事業補助が増えているが、一般的補助金(使途を限定しない、あるいは算定基準上は使途が明示されていても実質的には限定されない補助金)による消費支出と同様に、住民組織から地域の事業者へ還流している場合が多い。数量分析には各住民組織の詳細な会計情報が必要であるため、慨略的な推計しかできていない。しかし、当該補助金が巧妙なメカニズムを通じて地域に還流して事業所得の一部を形成し、地域の所得格差を緩和する効果があることは確認できる。またこのメカニズムを既得権の温床として批判する傾向があるが、それは一定の経済合理性をもつことが窺える。2.地方政府の行政機能との関連で住民組織が担う役割について実態調査からは、自治会等の総合的調整機能の低下、介護・育児など単一課題ごとのネットワークの役割の高まり、これに連動した一般的補助から具体的事業補助への移行が示される。これを行政機能の補完と便益給付という関係性の脆弱化と評価してよいのかどうか。この点をさらに探るため、契約理論・ゲーム理論を援用した近年の政治経済学の研究を精査し、実態調査の視点と方法の再検討を試みた。3.総合的研究基盤の形成に向けた試論の展開について上記の還流メカニズムや住民組織の行政補完機能は、地域共同体の形成史、住民気質、伝統的な取引慣行等に依存し、経済学的分析の過程でそのことが明確になる。この種の知見について、所属研究機関の関連分野の研究者と討論する機会をつくり、試論の展開を試みた。
