项目摘要

本研究は,社会基盤の1つとしてダム構造物を対象に,撤去も含めたその将来的な在り方について検討し,社会基盤の再構築に関する手法を研究することを目的とした研究を行った。本研究では,まず,諸外国におけるダム撤去の事例を整理した。また,日本の急峻で急流河川が多いという国土的な特徴からも,風水害に対する治水のためのダムの必要性を無視することは難しく,単に自然環境への回帰,河川環境の回復を目的としてダム撤去を論じることの危険性についても指摘した。このような観点から,一つの事例として,ダムの構築によって発生している濁水問題について,あるダムを対象に,その自然環境への影響について,貯水池上流域の状況を調査し,どのような問題が発生しているかを定量的に明らかにし,開発と環境の調和について議論した。さらに,日本,特に九州のダムの概況について,ダム年鑑を基に,地理情報システム(GIS)を用いて,ダムの位置,形式,規模,構築年などの属性を入力し,ダムの空間的な配置状況を整理するとともに,その周辺の地形,土地利用などの各種地理情報も同時に整理することで,現存するダムの状況について定量的に分析を行った。このような結果を踏まえて,ダムといった大規模な社会基盤施設を撤去することは,環境保全といった観点からは非常に有効な手段ではあるが,必ずしもよい側面だけではなく,ダムが存在することによって,新たに形成された自然環境,社会環境を含めた環境を破壊する恐れがあること,また,それによって利益を受ける立場と不利益を受けるであろう立揚の両者が必ず存在することが明かとなった。また,本研究を進めて行く過程において社会基盤施設というものは,それ自体が単独のものとして存在するのではなく,大きな地域というネットワーク上に存在する資産であり,短期的に現れる効果と長期的に現れる効果が存在し,それをどのような手段を用いて,時間的に,かつ空間的に対処し,解決すべきか,という新たな問題点を提言するに至った。

This study aims to study the methods of reconstructing the social foundation by removing the social foundation and future structural objects. Japan's rapid rivers are characterized by many characteristics of the country, such as wind and water hazards, and the need for water control and restoration is ignored. At this point, there are many examples of turbid water problems arising from the construction of dams, and the impact of the natural environment on the dams. The status of the upper basin of the reservoir is investigated, and the problems arising from the dams are quantified and discussed in harmony with the environment. Today, Japan, in particular, Kyushu's land use profile, yearbook base, geographic information system (GIS) use, location, form, scale, construction year, attribute input, spatial configuration, peripheral topography, land use, various geographic information, simultaneous collation, quantitative analysis of existing conditions. As a result, large-scale social infrastructure facilities are removed, and environmental protection is essential. There are special means to prevent environmental degradation, and new natural environments are formed, including social environments. The position of the person who is not interested in the matter is that the person who is interested in the matter is not interested in it. This study advances in the process of social infrastructure construction, self-reliance and existence of assets in large areas, short-term and long-term effects, means of use, time and space, solutions to problems, and ways of solving problems. A new topic is proposed.
