项目摘要

NPO法人における看護サービスの経済的特性を明らかにする目的で、NPO法人において看護・介護サービスを実際に提供している施設およびその企画・準備段階にある事業所の代表・施設長らに面談し、収集した情報・資料について分析した。そして政府・NPO・企業の3経済主体で提供されるサービスの経済的特性について明らかにした。NPOは、政府ができない隙間産業や低所得者の存在や情報の不完全性等の市場の失敗を民間で補填するという活動から、政策提言力を担うまでの幅広い活動をしている。NPO法人理事長の惣万佳代子氏が先駆的に取り組んだ富山型デイサービス推進特区から制度化への歩みは、まさに後者の活動に該当する。NPOでは、ミッションを実現すべく地域の人々と交流し、互いに開かれた関係性の中で自由に生き生きと暮らせる、人と人との基本的信頼に基づいた看護サービスを提供している。収益を直接の目的とするのではなく、地域で暮らす人々の個別のニーズに応え、住民自らが互いに助け合うというミッションの下、柔軟に創造的に取り組むという経済的特性を持つ。今回、面談したNPOの施設長らはいずれも目的・使命感を熱く語り、志を同じくするメンバーと継続的に活動するという共通点があった。その成果の一部を「NPOにおける看護サービスの経済的特性」と題して発表した。NPOの看護職による先駆的な小規模多機能サービス活動を契機に、今後、社会的共通資本の1つとして、NPOによる看護サービスの需要が高まり、地域密着型の看護・介護活動が広がることを予測した。
