项目摘要

本研究は、EUにおける地域ガバナンスの再編成の方向性について、特にドイツの特定の都市・地域を対象として調査を実施することにより、今後の市町村合併の進展や道州制導入を見据えた日本における新たな広域レベル及び狭域レベルの都市・地域計画に対する示唆を得ることを目的とする。平成19年度においては以下の調査を実施した。まず、EUの地域政策及び構造基金の制度の発展経緯、及びEU、国家、国家内の州、市町村等の各々の行政組織の構造と役割分担の構造の再編成の方向性について補足調査を実施した。また、ドイツ連邦レベルでの「東の都市改造」及び「西の都市改造」プログラムに代表される、都市毎の都市再生プログラムの国家レベルでのコンペ方式の意義、及び国家等による広域計画の役割と実績について現地調査(ドルトムント市、ライプチッヒ市等)を実施した。更に、ベルリン市や、シュトゥットガルト都市圏周辺広域行政組織、及びハノーバー都市圏周辺広域行政組織などの事例を対象として現地調査等を実施した。更に、ノルドラインヴェストファーレン州ルール地域の広域計画組織と、ノルドラインヴェストファーレン州としての広域計画支援プログラムRegionaleの詳細について、広域行政組織体、州政府及び具体事例の市(ヴッパタール、グーマースバッハ等)について現地調査等を実施した。併せて、EUの都市内での近隣自治組織による地域ガバナンス支援策の先進事例として、ドルトムント市等を対象として、連邦レベルの社会都市プログラムに基づき、NPO等を主体とした地域社会改善や、中心市街地における地区マネージャー制度による地区活性化の試み等の先進的事例の調査を行った。
