项目摘要

本研究は日本の主として高度成長期に作られたニュータウンに着目して、その形成プロセス、実態、抱える課題、人口減少社会への対応などについて調査し、持続可能な都市・住宅形成のための計画マネージメントのあり方を探り、成長時代に直面している途上国のニュータウン政策に示唆を得ることを目的としている。昨年度に引き続き、高度成長期のニュータウン政策の特色を整理するため、研究者、行政実務担当者に引き続きインタビューを行い、当時の計画観、計画理論の整理を行った。さらにその後の社会経済情勢の変化-人口・世帯構造の変化、ライフスタイルの変化、住民意識の変化、就業スタイルの変化等-を踏まえて、当時の計画思想と現在のニュータウンに求められている課題とのギャップを把握し、持続可能な都市・住宅マネージメントについての整理を行った。以上の一般的な枠組みの整理を踏まえ、本研究の主対象地である多摩ニュータウン、つくば研究学園都市について、行政担当者、研究者、市民NPO団体にそれぞれのニュータウンの抱える課題についての把握を行った。建設以来、相当の年数を経た多摩ニュータウンでは地域の高齢化の進行、当時の地区センターの老朽化、一部住宅の老朽化による建て替え課題などの、ニュータウンの成熟化課題が生じており、ここでは物的環境の再生と並んで地域の社会運営の主体となる地域住民のソフトインフラ整備の課題がより重要となってきており、それに取り組む、新たな主体形成の動きも見られる。つくばでは一部公務員住宅等の老朽化、土地利用転換の動きも見られるが総じて、地域住民の入れ替えもあり、むしろTX沿線開発の動きでマンション供給の加速などの現象もみられ、ここでは依然として成長をコントロールしつつ、新旧インフラのバランスを確保するかの課題が大きい。ここでも成熟した田園環境を形成する主体形成が大きな課題となっている。以上の日本の動きは、今後の途上国のニュータウン建設、マネージメントにも大きな示唆を与えている。
