本研究は、多国間環境条約(MEAs)の形成過程・実施過程の検証を通じ、国際政治学におけるアイデアの役割に関する研究と社会学におけるネットワークの役割に関する研究及び専門知の役割に関する研究を統合し、科学的知見に基づき社会的に有効な多国間環境条約の形成に必要な科学者、行政官、企業、環境保護団体等とのネットワーク形成に関する統合的な視座の獲得を目的としている。MEAsが企業行動を変更させる力となるためには、条約成立後の詳細枠組みの設定や定期会合を通じて形成される人的ネットワークが重要であり、実際の技術開発のアイデア、更には企業の国際戦略の検討に条約成立後に成立した専門知識集団が大きな役割を果たしている。今年度は、本研究の目標である「MEAsの形成」と「MEAsの実施過程」の二元論を克服し、MEAsの持続的発展のための要素を特定するため、比較ケースとして米国における政策ネットワークを分析することとしていた。研究の初年度であった19年度において,基本的な文献調査が進展した。これを基に形成された仮説の実証方法につき内外の有識者と対話するとともに,行政官,環境NGO,エネルギー・ビジネスや排出量取引に関わるコンサルタント等の実務家からヒアリングを行う予定であった。また,中央政府と地方政府の政策変更のスピードの差に着目し,東京都や横浜市といった先進自治体と環境省や経産省といった中央政府の関係を,米国の連邦政府とカリフォルニアやマサチューセッツといった先進自治体との関係と比較する予定であった。今年度途中に,職を辞することとなり,研究計画を全うできなかったが,横浜市及び経産省との打合せ,ヒアリングを行った。

This study focuses on the identification and communication of the formation and implementation of multinational environmental treaties (MEAs), the study of the relationship between international political science and social science, the study of the relationship between international political science and social science, and the integration of scientific knowledge and social science. Environmental protection organizations, etc., are closely related to the formation of integrated vision and acquisition objectives. MEAs are responsible for the establishment of a detailed organization and regular meetings after the establishment of the treaty, and for the formation of an important organization for human life. They are responsible for the development of international technology, and for the establishment of an international strategy for enterprises. They are responsible for the establishment of a knowledge collection after the establishment of the treaty. This year, the purpose of this study is to overcome the dualism of "MEAs formation" and "MEAs implementation process". In the first year of the study, basic literature research has progressed. This is the basis for the formation of a comprehensive approach to the identification of internal and external stakeholders, administrators, environmental NGOs, health professionals, emission control, and other stakeholders. The relationship between the central government and the local government is different. The relationship between the Tokyo Metropolitan Government and the Ministry of Environment and the Ministry of Industry is different. The relationship between the United States and the United States is different. In the middle of this year, the research plan was fully implemented, and the Yokohama City and the Ministry of Industry and Commerce cooperated with each other.
