As the first step of the study of international urban systems, the investigators analysed the spatial patterns of overseas agents of Japanese big enterprises extending their business to abroad.The form and distribution patterns of the overseas agents are different to each other by the category of industry. The banks and trading firms tend to locate their branches at the national capitals or large cities in the nation concerned, and business of manufacturing and mining found their location primarily to follow their own location factors such as accessibility to markets, labor forces, raw materials and transpotation facilities. Shipping interests distributed their offices at the main international ports in the world.The Japanese big enterprises have many branch offices and factories in foreign countries, respectively. There are two types of control-networks by head offices for business management and administration of their agents. The first is the type that head offices in Japan control individually their branch offices in foreign countries, and the second is the type that head-quarters in Japan govern their secondary head-offices which control many branch office and agents in great spheres. The secondary head-offices in great spheres such as Europe and South Asia are located at some national capitals. These capital cities with secondary head-offices attain to the peaks of some national capitals in the great spheres concered. It should be said that the regional control system between head-office-secondary head-offices-branch- offices reflect the international urban systems.
