The author attempts to research the distribution of medical facilities and welfare facilities, and to analyze the spatial relation between their distribution pattern and regional settlement system. He wishes to investigate for a reasonable model of regional distrbution of the facilities.2. Four prefectures are selected as examples ; They are Iwate, Miyagi, Mie and Saga.3. He delineats the commuter zones of inhabitants, the attending zones of scholars, and the zones of their daily purchasing behavior, and then urban centers and their urban spheres of influence are classified into three orders of higher, secondary and lower. Next the numbers of medical facilities located to each urban center and its environ are countered.4. the number of hospitals and their reception capacity of inpatients reflects the population size of urban centers and their spheres of influence in general.The quality and quantity of medical facilities at urban centers are arranged from high level and large in number to low level and small, accrding to the settlement system. The pattern of spatial arrangement in order from a center to its surroundings are hypothetically classified into five types.5. There are many cases in which the public welfare facilities for the elderly are located at hot spring resorts, and in other cases, climate and fascinating landscape are the factors related to the location of the facilities.
