项目摘要

宅地開発指導要網の財政上の問題は、関連主体における「負担の程度」、「負担の範囲」、「負担金の運用」の問題として整理できる。本研究では、この3つの問題が指導要網における施設整備基準と負担基準と密接な関連をもっている点に着目し、両基準のあり方についてシミュレーションモデルを開発することによって検討を加えた。具体的には、宅地開発関連主体を開発者、自治体、宅地購入者の3主体と把え、総事業費を3主体間のキャッシュフローに分割し、それをモデルに組みかえ、施設整備基準や負担基準の設定いかんによって、宅地処分価格や自治体財政収支がどのように変化するかを計測し、各種基準の評価を試みようとしたものである。1都3県の現行の平均的な指導要網や建設省の措置方針、自治法等に基づく通常の基準等をベースに、16通りのケースを設定しシミュレーションを実施した結果、現行の指導要網の基準では余りにも開発者や宅地購入者によって負担が重く、自治法等に基づく通常の基準では逆に自治体にとって過負担になることが検証され、各種基準の緩和や公的開発における立替施行制度を民間開発においても導入するといった方策の必要性が明かになった。とりわけ、負担基準が宅地処分価格や自治体財政収支を大きく左右しているため、今後、理論的な負担ルールのあり方を加味しながら、より具体的な基準を提言できるよう、モデルの精緻化が必要である。なお、本研究で開発しつつあるシミュレーションモデルは、自治体、開発者の間で行われる事前協議の段階で、各種基準の影響を計測しながら合意形成が可能になるよう、パソコンレベルで開発したものである。
