项目摘要

近年増加している一時滞在の外国人児童に対する教育が、いかに実践され、いかなる問題に直面し、いかなる課題を抱えているかを実態調査に基づき比較分析した。調査対象として、留学生・研究者の子どもが多いつくば市と京都市の学園地域の公立小学校7校、外国人労働者の子どもが多い栃木県真岡市および愛知県豊橋市の公立小学校6校を比較対象とした。後者には南米日系人労働者の子どもが多かった。調査は、外国人児童(122人)、その父母(110人)、日本人児童(945人)、教員(238人)の4者を対象とし、アンケートおよびインタビュー(特に外国人児童と教員)による調査を実施した。調査内容は、主に、(1)外国人児童の日本語能力とその言語環境、(2)日本語教育の実践とそれに対する児童・父母・教員の意識、(3)母語指導への配慮、(4)国際交流の試み、であった。調査結果として主に下記のことが明らかになった。(1)各学校で日本語・適応指導学級を設置して日本語教育、生活適応指導を行っているが、専任教員や教材が不足していること(2)ブラジル人、ペルー人の児童が多い南米日系人居住地域では母語指導や母語介在の日本語教育を試みているが、まだ専任教員も指導回数も少く効果があがっていないこと(3)日本語教育、母語指導、国際理解教育に関して教員と外国人父母の間に意識のズレがみられること(4)豊橋地区では市教育委員会、つくば地区でボランティア団体が外国人児童教育に積極的に協力していたが、他の地区ではまだ消極的であること以上の調査目的、調査対象、調査内容、調査結果をまとめて最終報告書「外国人児童教育の実践とその課題-真岡・豊橋地区とつくば・京都地区の比較調査を通して」として発行する。

In recent years, there has been an increase in the time lag between education and practice for foreign children. Survey subjects: 7 public primary schools in Kyoto City, 6 public primary schools in Maoka City, Tochigi Prefecture, and 6 public primary schools in Bridgetown, Aichi Prefecture The latter is the son of the Japanese, and the son of the Japanese is the son of the Japanese.
