1992年には全国各自治体の保育行政担当者対象の調査を実施したが、今年度は実際に保育に従事する保育者対象の全国調査を実施した。【.encircled1.】調査時期-1993年5月〜6月【.encircled2.】調査法-郵送法【.encircled3.】回収地域(数)-札幌(2)、長野(1)、宇都宮(1)、浦和(1)、川口(3)、川越(1)、越谷(3)、所沢(1)、市川(3)、流山(1)、東京(13区70、16市34、不明3)、横浜(18)、横須賀(14)、川崎(4)、京都(20)、守口(1)、茨木(4)、神戸(2)、西宮(2)、尾道(7)、福山(2)、下関(2)、地域不明(3)で合計203名、回収率は58%である。【.encircled4.】調査内容は保育者自身に関する項目-年齢、経験年数、仕事の動機、学歴・資格、仕事の継続意志、家族の状況、収入と使途、家庭的保育制度についての意見、保育状況に関する項目-受託児数、保育時間、保育環境、受託条件(受託年齢、発熱児、宿泊保育、給食)、保育保持者の有無、自治体の援助(保険、補助者雇用、保育費用他)等である。調査結果としては児童福祉法24条ただし書きによる「保育に欠ける」乳幼児の適切な保護の選択肢のひとつとして機能している家庭的保育制度従事者の置かれている状況は家庭内で孤立した仕事であり、ボランティア的位置づけの自治体もあるが、労働の状況は非常に厳しく、身分保障をはじめとして労働時間、収入などの点において大幅な改善が必要であると思われた。認可保育所の補完的役割を果たしているこの制度は現在各地方自治体の認可とわずかな補助のもとに存続しているが、個別的配慮の可能な柔軟な保育として措置児に準じて公的保障を充実し、高まる乳児保育の需要に応える小規模な保育の場として発展する事ができると考える。

The system of accreditation and completion of conservation services has resulted in the approval of local governments, the existence of subsidies, the possibility of individual registration, the provision of flexible conservation services, and the development of small-scale conservation services.
