本年度の研究においては、日本におけるアカデミック・コンピュータ・ネットワークの費用負担の実態を把握することを目的としていた。費用負担の体系はそのまま料金体系でもあるからである。ネットワークを通じた調査で得られたデータからいくつかの傾向を把握することができた。しかしながら、公益事業でいうところの明確な料金体系を導出することはできなかった。その本来的原因は、人件費を含んだ固定費用の割り振り(固定費配賦問題)が恣意的になされていることである。第1に、大学における大学院生および助手がボランティア的にネットワークの管理に携わっている。第2に、インフラとなるネットワークは大学の設備予算、各学科の予算などで賄われている。第3に、コンピュータ端末の購入資金源が多様である。費用負担構造が明確でないなかで、いくつかの大学においてネットワークの利用料金を明示している。また、ネットワークの利用量に応じた課金は技術的困難性(料金の徴収を含む)のために行われていなかった。大学におけるコンピュータ・ネットワークは研究教育活動の一貫であるために、独立採算ではなく、人員を含めて内部補助の対象となっていると、結論できる。一方、研究期間中に、インターネットへの商用ネットワークの接続が開始された。これらの商用ネットワークの料金は明示されており、まさに、ネットワーク自体の利用料金が把握できる。そこで、商用ネットワークの料金表に関する情報を収集した。結果的として、インターネットとの接続は商用ネットワークのサービスの一部であり、複数生産物企業の価格設定とほぼ同じものが得られた。
