项目摘要

地方都市の新設大学周辺地区において、主要な変容要素となる学生下宿に注目し、その形成過程と下宿生の居住意識および地区変容などの居住環境形成に関する計画的基礎条件について考究し、以下のような結果を得た。1.地方都市での大学新設では、(1)大学用地の無償提供等の協力はみられても、用途地域の変更を伴う周辺地区整備まで取り組む事例は少ないこと、(2)市街化調整区域での下宿建設は特例扱いとされる場合もあり、下宿供給は農協等の民間活力に委ねられる場合が多く、投機目的の下宿建設の増加による家賃高騰化もみられ、(4)下宿の地区集積は深夜の喧騒やゴミ収集等の地域環境に与える問題も少なくない、ことなどが全般的に指摘された。2.大学周辺地区での下宿供給とその変化、および地区変容に関する事例調査では、(1)下宿立地は大学周辺地区から利便性の高い地区へ移行し、一時的な供給過剰状態も訪れるが、確実な投資対象である下宿建物は共同利用設備の木造アパートから設備が完備した小綺麗な軽量鉄骨造アパートや店舗併設マンションというような学生気質を反映した内容に変貌すること、(2)下宿生の転入による1世帯当り人数の減少という地区人口構成の変化が顕著で、学生向けの飲食店等の店舗の変更・新設が目立つことなど、大学立地に伴う地区変容が把握された。3.下宿生の生活行動や居住性評価意識の事例調査では、(1)食事方法、起床・就寝時刻等の生活リズム、アルバイトなどで男女間の相違が著しく、(2)典型的な下宿形態に対する居住性評価は各形態とも居室広さへの不満が顕著であり、総合評価は独立8畳以上が最も良く、共同4.5畳が最も悪く、評価意識には居室広さの他に遮音性や室内プランの問題、風呂・台所の設置状況も影響を与え、(3)下宿選択は買物等の利便性よりプライバシー・広さ・専用設備の方が重視され、下宿生は経済的事情が許せば転居する傾向にある、ことなどが判明した。
