わが国の工業の国際化の進展は,海外からの先端産業技術を時代の変革期毎に最適地域に導入することで産業の革新を推進してきたことは否めない。ゲートウエイ地域や首都圏は,こうした先端産業技術地域計画が実践され,〈エリアルインキュベーター〉が確立されてきた典型的地域である。古代から技術移転の媒体をなした官営工場,殖産工場,軍工〓に加え,戦時経済体制下で推進された仙台をはじめ広域中心都市や地方都市での大学や高等専問学校の〈先端技術の地域化〉に果した役割は少なくない。第二次大戦後は,外資に関する法律で開かれた内・外の企業を細帯とした〈技術移転・革新・貿易〉が一般化し,その集積が逆に科学技術庁や通商産業省工業技術院の先端産業技術地域の計画に大きく影響した。〈筑波研究学園都市計画〉の進展はその一つの象徴である。1970年以降のわが国工業の急激な国際化と〈現代産業革命の進展は,重要研究拠点の構築,新エネルギー産業技術総合開発機構,基盤技術研究促進センター,生物系特定産業技術推進機構等の出資や新技術事業団・創造科学技術推進制度研究等が,〈テクノポリス,リサーチュア,頭脳立地の集積促進地域の重合地域〉において,新たに技術交流を通じた新たな計画の変質をもたらしている。
