工業の国際化は,技術・原材料・製品市場を通じて古くから進展していた。明治維新以降,フォード,GMに象徴される外資の進出は,わが国工業の近代化の基盤形成に大きな影響を与えた。戦時体制下における外資系企業の操業停止,戦時の工業配置政策,第2次世界大戦後の経済の混乱は,GMの拠点であった大阪を中心に据えた近畿に代えてトヨタを頂点とした中京を,首都圏をも凌駕した世界最大の自動車工業地域としたように,工業地域を変容させてきた。1960年の貿易・資本の自由化の決定は,わが国の産業構造を変動させ,寡占体制の強化をもたらす一方自動車工業に代表される国際的な産業再編成を生み出した。1965年の乗用車の輸入自由化,70年代のクライスラー,GM,フォードの進出,80年代の日本企業の欧・米での生産の本格化は,日本国内での工業地域の変容にも大きな影響を与えてきている。本研究では,こうした自動車工業に象徴されるような新たな変動を生じつつある東日本の三地域をまず対象地域として,産業構造と産業配置の観点から地域計画と産業政策に留意して研究した。これらは,法指定以降四半世紀をすぎた新産業都市,工業整備特別地域でテクノポリス等の先端産業地域の重合指定があり都市集積,産業集積が顕著で,国際化の進展も著しい札幌,仙台,名古屋の広域中心都市圏である。道央新産では,札幌の都市集積が基幹に,石狩,苫小牧の二大外郭港湾の整備と千歳の大規模国際空港化が流通加工業や自動車工業など国際化と深く関連した業種の展開を生み出した。この点は,仙台新産も同様であるが,半導体研究,インテリジェントコスモス,グローバルメガインフラといった研究活動の集積と斬新な計画がモトローラやトヨタの進出に象徴される工業地域の変容を生んだ。東三河では,交通基盤の整備とその全国物流上の位置が,埋立用地の余地とあいまって,V.W.等の外国車の輸入基地に象徴される新たな地域変容を生んだ。
