都市化社会から都市型社会へ移行するにあたって,土地利用計画はスプロール抑制という視点だけでなく,都市近郊に賦存する優れた環境資源を維持向上するという環境創造の視点をもつ必要がある。本研究は,このような立場から,都市化への対応に起源を発しながら,スプロール抑制と同時に優れた「生活の質」の実現に成果を上げているオレゴン州の土地利用計画を取り上げ,都市近郊における優れた環境資源の保全の仕組みについて調査・把握した。都市近郊における快適環境の創造という視点から確保すべき資源として,(1)価値ある歴史的環境・美しい景観や生物生息に寄与する土地などと(2)快適環境の形成につながる農地林地があげられる。オレゴン州の土地利用計画制度は,州土地保全開発委員会が定めた計画目標に適合する土地利用計画の策定を地方自治体に義務づけ,その計画実現のためにゾーニングなどを実施するという体系になっている。この計画目標に(1)に対応する「オープンスペース・審美的歴史的地域および自然環境資源」,(2)に対応する「農地」「林地」があり,それらを受けて全ての都市と郡は都市的土地利用だけでなくオープンスペースや自然環境資源・農林地を位置づけた土地利用計画を策定している。これらの土地資源を都市開発から守るために,まず都市成長境界線の線引きがなされる。都市成長境界線の外では基本的に開発は出来ないが,(1)(2)に該当する土地資源はさらに排他的ゾーニングに指定され,諸々の施策が展開される。その結果,(1)は保全され,(2)は商業的な農林業経営が維持されることによって結果的に美しい農村景観が形成されている。しかし,都市成長境界線の外側にあるが排他的ゾーニングに指定されていない土地における宅地開発あるいはホビー農家の増加などが問題となっている。また,都市近郊の優良ではあるが小規模な農地の保全,森林地域の住宅開発などの問題が顕在化しつつあり,計画目標の内容の再検討,ゾーニングの見直しなどが進められている。

Urbanized society, urbanized society This study aims at exploring the origin of urbanization and improving the quality of life while improving the results of land use planning in the state and investigating and grasping the organization of environmental resources conservation in urban suburbs. The Land Use Planning System of the State shall be formulated by the Land Protection Development Commission of the State for the purpose of planning, the planning of land use planning, the obligation of local governments, and the implementation of the plan. The purpose of this plan is to (1) address "the geographical and natural environmental resources of the aesthetic history" and (2) address both "cultivated land" and "forest land", so that all cities, counties and cities can formulate land use plans based on the location of land use components, natural environmental resources, agricultural and forestry land. The land resources of urban development and urban development are the key to urban development. The basic development of urban growth boundary line is based on the following aspects: (1)(2) The exclusive development of land resources in this area is specified, and various policies are carried out. As a result,(1) agricultural and forestry management is maintained, and (2) rural landscape is formed. On the outer side of the urban growth boundary line, the exclusive nature of the problem is specified in the development of the land, the increase of the farm and the problem of the land. In the suburbs of the city, the preservation of small-scale cultivated land and the development of residential buildings in forest areas are in the process of transformation, and the contents of the plan are re-examined.
