本萌芽研究は、第2次大戦後ユネスコが開発し世界で利用されてきた「国際理解教育」のカリキュラム・教材モデルが、1980年代後半からの世界の「危機社会」化--すなわち、ソ連・東欧の自壊、湾岸戦争、その後に到来した90年代の米国の一極支配と、市場・情報テクノロジー・価値観・言語(英語)のグローバリゼーション、その頂点で起こった「9.11」テロルとその報復戦争の連鎖拡大による<文明の衝突>的緊迫化…等の下で、今やその有効性を根底的に問い直されているとの認識を共有する教育学者とその隣接・周辺領域の専門研究者が企図した試験的研究である。次期科研に「基盤研究」で応募することを前提に、わが国の国際理解教育の「教育目標」「カリキュラム」(さらには困難ながら「評価」のあり方まで)を根本的に刷新すべく、教育哲学、学校教育学、社会教育学およびその基底的・周辺的位置にある文化人類学、社会学等の専門家で同時に欧、米、AAに各対象領域を持つ研究者が、日本と世界の現下の国際理解教育に係る上記課題の総点検を行った。1年目は、指定文献の熟読に基づく2日間の討論合宿(東京)により、所謂「グローバリゼーション」の実相と虚構を弁別し、日本と関係諸外国との<歴史>文脈を重視した相互のあるべき関係性構築に望まれる諸条件を探った。2年目(2004-05年)は、その結果として「まず新たな教育目標像の模索から」がテーマとなったが、折しもアジアや欧米の各地で「先の世界戦争に係る責任・解放60周年」の記念学術企画が次々と発表され、研究代表者や一部メンバーにも参加の打診があった(例えばヒロシマ在住の研究代表者は、空襲被災都市住民の共感と理解のための独ドレスデン・英コヴェントリー和解集会への出席を招請され、さらに先年NATO空爆を受けた旧ユーゴのベオグラード大学でのセミナーに出席依頼を受けた。また、2005年11月予定のシンガポール国立歴史博物館での「日本軍政下占領60周年シンポジュウム」にもパネリスト招請されている)。このため第2年度は出張調査(一部は自費負担を含む)に集中することとし、それら関係諸国や諸都市を各数日間訪問。そこで得られた、国際理解・協力に関わる行政機関、NGO団体、大学・研究所、学校等での専門家との面談、資料の入手、授業観察等の成果は、帰国後に関係メンバー間で報告・討論され、録音されているが、2年目の補助金額(60万円)の制約上、報告書にまとめることを今回は断念、次期の「基盤研究」での継続応募に期することとした。
