2年計画の2年目にあたる平成元年度は、初年度に実施した群馬県前橋市宝塔山古墳、栃木県壬三町壬生車塚古墳、千葉県市原市海保大塚古墳の墳丘測量、石室実測調査の成果を整理・検討し、成果図を製図するとともにそれぞれの古墳の構造の復元的研究を行ない、他の類例をも含めて関東地方の終末期大型方・円墳の構造・形態上の特色を追求した。さらにその成果をもとに、これら関東地方の終末期大型古墳のあり方を畿内をはじめとする各地のあり方と比較検討し、その地域的特性を検討した。その結果(1)関東地方の終末期大型古墳の造営年代は、畿内の場合とほとんど変わらず7世紀初頭から後半ないし末葉に及ぶこと、(2)その墳丘がきわめて大規模で畿内に比べても遜色なく畿内以外の他地域ではこのような状況は見られないこと、(3)それら終末期大型古墳は、国造制の国を単位に造営されている可能性が考えられ、7世紀の畿内政権の地方支配組織にあり方と密接な関係をもつらしいこと、などを明確にすることが出来た。また、このことらかこの時期の畿内政権にとって関東地方がきわめて重要な地域であり、両者の間の関係が密接であったこと、さらに畿内の場合と同様、円墳を営んだ地域と方墳を営んだ地域がみられることから、畿内政権の地方支配の構造的特性を追求する重要な手がかりがえられたと言うことが出来よう。なおこれらの成果をとりまとめ、前年度の成果とともに研究成果報告書を作成した。

The results of grave survey and stone room survey in the ancient grave of Haibao Otsuka, Chiba City, and the results of structural reconstruction of the ancient grave were collected, examined, and controlled. The characteristics of the structure and morphology of the large-scale square graves at the end of the Kanto region are pursued. The results of this study were compared with the characteristics of the large ancient tombs in the eastern part of China. The relationship between the two places is closely related to the same situation in the country. The two places are divided into two parts. The characteristics of the local governance structure of the country's internal affairs are pursued. The results of the previous year were reported.
