明治10年代より急激に学校設置されていくが、それは民衆の教化・統合と日本資主義経済の発展に伴う学力及び軍事力の養成ということが内外情勢のうちに支配層をして緊急の課題として強く意識されていた。明治12年清国政府が廃藩置県につき日本政府に抗議するという事態は、そのことを一層推進していく必要にかりたてた。御真影や教育勅語下賜記念運動会,日清・日露の戦勝奉祝運動会は、天皇制教化の一翼を担わされていたと考えられる。だが、そのことがその地域独自の生活や文化と何んの矛盾もなく浸透していったとは考えにくい。少なくとも就学率の状況はその現われとみることができる。さらにまた,沖縄に存在してきた独自の運動文化の盛衰は朝鮮や台湾などの調査研究とともに改めて検討されなければならない。大正期から満州事変頃まで“スポ-ツの黄金時代"ともいえる様相を呈する。野球や庭球など近代スポ-ツの種目の大会も開催され、新聞社や青年会主催の競技会なども盛んになってくる。青年会やスポ-ツ組織の設立もこの時期には際立った特徴となっている。それは、同時に大正5年内務・文部省訓令にみられるように、青年会をはじめとして社会教育団体の統合支配の再編過程でもあったと考えられる。しかしまた,民衆における一定の学力・教養の高まりは、内に自覚的主体の形成の可能性も孕む。自由民権運動や大正デモクラシ-,労働運動の高揚は,結社・表現の自由に基礎づけられ,スポ-ツ・芸術の本質が逆にその基礎に働きかえしていく過程の吹き返しの可能性を一定の規制を伴いながらももつ。野球部廃止をめぐる男子師範生のスト(大8)や宮古の運動会官僚統制に対する論争(昭3)などはこの時期の一端を示している。しかしこの時期以降、日中戦争,国家総動員法,翼賛県支部結成へと展開していくなかで,スポ-ツは自由主義,合理主義の温床であるとして一転して変質・排除され,あるいは実用的に国防競技化する。
