1. 福利指数化不应以薪金毛额为基础，而应以薪金净额为基础。灵活的退休年龄在60岁到69岁之间是可取的，应该给那些人更多的工作激励，尤其是60岁出头的人。应引入半年度奖金的贡献，并建议每年的贡献率爬行挂钩。综合的社会政策是必要的。

1. The benefit indexation should be done not on a gross salary basis but on a net salary basis.2. The flexible retirement age between 60 and 69 is advisable and more work incentives shoul be given to those people especially in their early sixties.3. Contributions from the semi-annual bonus should be introduced, while annual crawling peg in the contribution rate recommened.4. The integrated social policy is required.
