わが国の商品取引所制度は欧米と比較して大きく遅れているが、最近、変化の兆しがみえてきた。第1は、商品取引所の地域もしくは商品毎の統廃合問題である。この最大の要因は、取引の東京一極集中によって地方取引所の売買高が急減し、存続が危ぶまれていることにある。取引の東京集中には種々の要因があるが、各取引所の上場商品に重複があり、商品取引所毎の差別化がなされていないこと、東京都地方取引所との売買委託手数料の差、等が大きな要因である。つまり、同じ上場商品であれば、企業経営の観点からは手数料の安い方に繋ぐ方が有利だからである。しかも、情報化の進展によって各取引所の売買額の動向は即時に入手できるために、当業企業や商品取引員は有利な取引所での売買を志向する。それが結果的に東京集中にならざるをえないのである。従って、取引所の差別化が必要とされているのである。例えば、アメリカのように取引所間の商品の差別化がなければ商品先物取引の大きな発展はない。第2は、国際化に対応する取引所制度確立が志向されるようになったことである。91年には大豆と砂糖でオプション取引が導入され、92年度にはパラジウム、トウモロコシの試験上場、商品ファンドの導入などが予定され、充実されようとしている。これらが軌道に乗れば欧米の取引所制度に一歩近付くことができようが、問題がないわけではない。というのは、新規上場商品はともかく、オプションや指数などの新取引と現物取引との関連である。つまり、株式市場で明らかなように、例えばオプションの増加は現物取引の停滞(またはその逆)という傾向が商品取引市場でも現れるのかどうか、ということである。すなわち、企業経営にどちらの取引形態が有利なのか、という問題である。これをみるためには欧米の取引所の取引状況や株式市場での状況を分析し、それをもとに判断しなければならない。これを次の研究課題としたい。
