課題研究によって明らかになったのは、次下の通りである。現地調査は福島県中部の会津地方一帯で行われ、集約調査は坂下町中の一村落で行なわれた。会津一帯で、農業の先行不安感から、専業農家世帯は減少の一途をたどり、各村落で1戸ないし2戸、もっとも条件の優れた村落でも2戸ないし3戸である。第2種兼業は、かつては世代別であったが(親夫婦が農業、子供夫婦が常勤のサラリーマン)今日ではそれにさらに夫ないし妻が加わり、各世帯1人が農業に専従している。第1種兼業農家では、世代別である。問題は、子供夫婦が農業を継ぐ意志を持たないために、水田の委託耕作面積が増加し続けて、委託金が10アール当り4万円と極めて低くなっていること、受託農家が増えず、水田が耕作されず放置される可能性さえ出てきたことである。農林省は大規模経営農家の育成を目指しているが、(1)経営規模の拡大には多額の投資(例えば30haを耕作するには、2千万から3千万円)が必要である。(2)後継者が得られる可能性が極めて低い。(3)病気や老齢化(30haを耕作するのは60歳が限度である)した場合、代替者が得られない。(4)増収の方法は経営規模の拡大であるが、それにはまた投資が要求される、の以上の理由により、大規模経営を志す農民は極めて少い。日本の村落構造は、水田耕作、水利権の確保、家族中心経営、血縁と地縁の二重関係によって支えられてきた。現在、家族単位の農業経営はほとんど消滅しようとしている。そのことは、村落内の親族関係の弱化と消失を招き、冠婚葬祭はともかく、年中行事での家族同士のつながりは、農業に従事する親世代は別として、子供世代にはほとんど伝わっていない。現代の50歳代の人々が老齢化し、村落内活動ができなくなる20年後には、日本の伝統的家族や村落構造はほとんど消失すると予測される。従って、米の自由化以降農業の方針は大きく変えられねばならない。
