近現代中国経済の発展過程において、国民政府期(1928〜1949年)の経済政策は、きわめて大きな役割を果たしている。この点に関し、今年度の補助金を用いた研究により、下記のような新たな知見を得ることができた。(1) 国民政府の経済政策は必ずしも一つにまとまっていたわけではなく、それぞれの問題領域に応じて、いくつかの政策的主張が、あるいは対立し、あるいは複雑に絡み合って存在していた。(2) 1930年代の地域開発政策を例にとると、長江流域の重工業開発をめざした実業部の4か年計画、長江下流の商工業の発展を重視しつつ、それと関連させて西北開発なども位置づけた全国経済委員会の開発構想、内陸地域に軍需中心の重工業基地を設置しようとした資源委員会の3か年計画、等々が、あいついで提起されている。(3) 資源委員会が内陸開発を主張した根拠の一つは地域間格差の是正であったが、実際には、当時、中国を巡る国際関係が緊張の度合を増し、戦時経済体制の整備が急がれていたために、敵の攻撃を受けやすい沿海地域を避け、内陸地域に軍需生産の施設を展開しようとしたのである。(4) こうして四川、雲南、貴州などの内陸地域に設けられた重化学工業施設は、第二次世界大戦期の中国経済を支える重要な役割を果たしたばかりではなく、戦後、中国共産党の政権が内陸開発を進める上でも、ある程度の意味を持つ在存になった。
