都市における福祉コミュニティ形成のオルガナイザーとして、行政、民間の福祉団体、住民の3レベルを想定し、それぞれのレベルにおいて、福祉コミュニティ形成に関する意見や意識、および実態をインタビュー調査によって解明していくことを研究の骨子とした。調査地域は、東京都郊外の府中市とし、府中市市役所および府中市民福祉公社を中心に、ヒアリング調査を行った。府中市に関しては、市の地域保健福祉計画策定過程における住民参加型在宅福祉サービス団体の役割についての市の方針や意見を聞いた。府中市民福祉公社では、民間の住民参加型在宅福祉サービス団体として、高齢者へのボランティア活動の振興や、住民の福祉意識の醸成と福祉コミュニティ形成に果たす役割を聞いた。福祉公社の事務局スタッフ、コーディネーター、福祉公社の協力会員、利用会員へと、レベルを分けて、標準化したインタビューを行った。さらに、府中市民福祉公社の関連機関の人びとからも聞き取り調査を行った(民生委員、保健所、医師会、特別養護老人ホーム、社会福祉協議会など)。また府中市民福祉公社が行った会員の実態調査や意識調査(質問紙調査)に参加し、集計・分析を行った。さらに、全国社会福祉協議会が行った住民参加型在宅福祉サービス団体調査、担い手調査、利用者調査のデータのなかから、府中市に関する部分を抽出して、より詳細に分析し、多変量解析を試みつつある。その結果、都市部においては高齢化社会への危機意識が共有されているが、これを福祉コミュニティ形成へと媒介していく媒介者の存在が必要であり、それには行政の積極的な関与が必要なこと、住民を福祉活動へ結びつける媒介者としての住民参加型在宅福祉サービス団体の役割の重要性、こうした民間団体が抱える問題点や課題、ボランティアと利用者との意識や意見の相違や問題点、今後改善されてゆくべき様々な課題などがあきらかになった。
