(1) 研究に際しては、同会議に関する第一次史料である会議配布資料(地方長官会議で配布された各国務大臣訓示、指示・協議事項等の原文書)の所在確認を、関東各県の文書館に絞って予備調査を行い、その結果と、その後入手した史料所蔵情報をもとに、群馬県立文書館・埼玉県立文書館について所蔵史料の撮影をおこなった。この結果、日露戦後から戦時体制前に至る時期の地方長官会議配布史料については、残存分を撮影することができた。一方、新聞記事史料についても、京都大学附属図書館所蔵の『東京日日新聞』1930年代以降分が掲載する地方長官会議記事をマイクロ複写によって収集し、新聞史料の基本的な部分の収集を完了した。(2) これらの史料は、備品として購入した、NEC製ノート型パーソナル・コンピュータPC-9821Ne2によって整理し、新聞史料については、B5版用紙にカード化し、自在に検索できるようにした。(3) 地方長官会議の歴史的研究の最大の隘路は、『内務省史』も慨嘆するように基本史料が揃わないことであった。今回、新聞史料に加えて、会議配布文書の残存分の多くを収集しえたことは、分析の基礎を確保したことになり、大きな成果であった。(4) 内容面でも、各地方長官の会議提出意見が明きらかになり、従来考えられていた「上意下達」の側面とともに、「下意上達」の側面が大きいことが明らかにされると期待される。また、関連文書中には衛生問題を中心とした「警察部長会議関係史料」が含まれており、この点でも従来の史料上の欠を補いうるものと期待される。(5) 今後は、入力データ、整理史料をもとに分析を継続し、地方長官会議の基礎的研究の上に立って、近代日本における中央-地方関係の歴史的特質を、地域的偏差を視野に入れつつ究明する作業に取り組みたい。(なお、本科研費交付直前の研究成果として、竹永三男「近代日本における中央・地方・地域-地方長官会議、同郷会・同郷人雑誌を素材として-」朝尾直弘教授退官記念会編『日本社会の史的構造 近世・近代』思文閣出版、1995年4月刊行予定所収、がある。)
