最近地方政府担心很多问题。第一，在经济低增长时期有效配置资源。第二，老年人组成的社会的到来。第三，经济向东京集中。为了解决这些问题，各地方政府都在尽自己最大的努力。但情况越来越糟。我们的研究旨在找到一条解决这些问题的途径。第一部分考察了我国地方财政的现状。结果表明，零售税有助于提高地方政府的财政收入.第二部分对我国区域公共资本和私人资本生产率进行了计量分析。我们证实，在大城市地区，私人资本的生产率高于私人资本的生产率，在局部地区，私人资本的生产率高于私人资本的生产率。

Recently local governments are worried about a lot of problems. First, efficient allocation of the resource in a period of low economic growth. Secondly, coming of society composed largely of old people. Thirdly, economic concentration to Tokyo. Each local government tries to do their best in order to settle these problems. But the situation is getting worse. Our research aimed to find a routeto solve such problems. In the first part, we examined the present state of local public finance. The result is that the retail sales tax contributes to improve the revenue of local government. In the second part, wa analyzed the regional productivity of public and private capital econometrically. We confirmed that the productivity of piblic capital is higher than that of privatecapital in the large city area and vis-a-vis in the local area.
