東部ドイツ経済の市場経済対応は94年末の信託庁の任務完了をもって、国営企業の民営化の第一段階を終了し、新規企業の設立という第二段階に入った。農業においては91年末にLPGが解体され、92年はじめからは登記協同組合・有限会社等の法人経営、家族経営・人的会社等の自然人経営が中心となる新たな生産構造に転換した。また92年には信託庁が旧人民所有農地の私有化に関する基本方針を発表し、さしあたり94年末までに長期的な借地関係の形成が着手された。さらに94年には土地改革によって農地を没収された旧所有者の補償に関する法律が成立して、統一に伴う第一段階の再編期間が終了し、市場経済の下での長期的な再編段階に入った。こうした再編を通じて東部ドイツ農業においては以下のような構造が形成された。1.借地制農業の支配。土地取引と地代決定の自由の下で、借地に基づく法人経営が支配的な経営構造(借地率77.5%)。2.法人経営の優位。自然人経営の増加は個人経営主導から人的会社主導へとシフトしつつあり、LPGから転換した法人経営では登記協同組合が中心であるが、有限会社が急増して両者が接近しつつあり、法人経営自体の企業的性格が深化しつつある。3.大規模経営の優越。1000-3000haを中心とした登記協同組合や有限会社が農地の過半を集積する構造は当面の間継続する。急増する人的会社経営は200-500ha、個人専業経営は100-200haが中核。個人専業経営から人的会社への再編が進行している。100ha未満層は一部に専業経営の形成がみられるが、主力は20ha未満の個人副業経営で、失業の長期化の下でこうした傾向が続くだろう。4.専門化の進んだ経営形態への再編。零細な園芸経営、大規模な穀作・果樹作経営、土地利用と切断された酪農・畜産経営等、作目・蓄種により著しい差違をはらんだ零細経営と大規模経営の併存が特徴的である。
