项目摘要

社会主義農業の問題点=「失敗」に関するこれまでの研究の主要な見解は、(1)歴史的要因論=強制的集団化論と、(2)体制的欠陥論=指令制経済論に大別できる。前者は農民の非自発的集団化が農民の勤労意欲をそぎ、家畜の大量屠殺などの抵抗を招いただけでなく、重化学工業化にともなう農業収奪や農民の低い教育水準などが集団農業の利点を全く発揮させなかったというものである。後者は市場の欠落が経営の自立的な発展を妨げ、労働者の勤労意欲をそいだ結果、ダイナミックな経済発展を実現できなかったというもので、上意下達の経済、不足の経済、物量思考、過剰就業の支配、官僚主義と無責任体制、経済関係の政治化などの問題点が指摘されている。これに対して筆者は、歴史的要因が作用した時期、体制的欠陥が発現した時期という視点の導入が必要と考えている。すなわち、先進国でほぼ1960年代末から開始する経済過程へのコンピューター導入を軸とするマイクロエレクトロニクス工業段階への移行の時期が一つの転換点となったと見ている。それまでは社会主義農業も歴史的要因の制約の下ではあれ、先進国に準ずる農業生産力の発展をとげ、古典的な飢えの段階を克服し、経済発展にともなう飢えの一定の解消の段階に達しつつあった。しかし、ME工業の展開の下で、ダウンサイジングが一つの重要な技術革新の方向となったときに、社会主義農業は一途な規模拡大思考を大局的には転換できず、体制的欠陥が一挙に露呈せざるを得ない局面に陥った。ペレストロイカはそうした事態への対応であったが、冷戦体制の重圧の下で形成された経済の骨格は容易には変更できず、89年以降の体制崩壊と市場経済への移行という局面を迎えたものと理解すべきであろう。
