平成7年4月の4年制大学卒の新規採用数は厳しく抑制される結果となり、とくに、女性においてはその傾向は著しいものがあった。これは、バブル期の積極的採用策のバブル崩壊に伴う反動の結果であるとともに、いわゆるリストラクチャリングとして、事務・管理部門を中心に雇用の合理化を行う企業が少なくないことも関与している。以上の契機自体は女性の採用そのものに対するマイナス要因とはならないが、実際には、採用数抑制のターゲットは女性により強く向けられた。すなわち、企業経営戦略の当面する課題がリストラクチャリングであるとすれば、正規従業員の採用に関し、雇用リスクを最小限にとどめるという方針が重視される。とくに、将来的な企業経営の核となるべき長期雇用を前提とした総合職に関しては、企業の過去における経験に基づくならば、一般に、女性の結婚・出産等による早期退職のリスクを考慮せざるを得ず、いわゆる統計的差別仮説に基づいて、女性雇用を忌避する結果となるという訳である。しかし、こうした女性雇用にかかわる否定的な傾向とは対照的に、女性の積極的な採用・活用を行うケースも少なくなかった。「基本的に女性にできない仕事はない」とする企業もあり、予めいろいろな制約条件を云々する前に、何らかの対策をとりつつ女性を仕事につけるところから始め、問題が生ずるたびに解決していき、結果として、一定の層の厚みをもった女性の職場ができれば、継続就業にかかわる諸支援策の整備と相まって雇用継続は進むという。女性の資質を積極的に活かそうとする職域拡大事例も多く出された。女性のセンス・感覚を生かして、製品企画やサービス企画を担当させる例、さらには、女性が主なユーザーである製品(化粧品、食品、衣料品、家庭用品、住宅等)については、企画・開発、そして営業・販売の諸側面で女性の能力が求められている例がみられた。
