景気がかげりを見せ始めるとともに、労働市場の需給逼迫感は一息ついた感もあるが、新卒者を中心とする若年労働力に関しては、依然として圧倒的な「人手不足」状況は変わっていない。実際、今後の人口・労働力の高齢化の一層の進提とし、技術革新や事業経営の国際的展開等の新しい地平に対応できる質の労働力を整備するために、優秀な若年労働者の確保・育成こそ企業経営にとって戦略的課題となっていることは今や共通の認識であるといわなければならない。本研究では、ある地方自治体圏を対象として、労働市場の一つの焦点としての若年労働者の就職行動、転職行動の実態とその背景をなす就業意職のあり様をアンケ-ト調査で明らかにし、一方、企業側の若年者採用況、若年者に対する評価と対応方法等についても明らかにしようと試みた。その結果得られたいくつかの知見を以下に示す。企業に対する調査からは、(1)新規学卒者の採用に関しては、予定数に対する採用実績は6割に満たず、とりわけ、高学歴男子について、厳しい採用状況にあること、(2)若年者の企業への定着状況は悪くなっており、とくに、規模が小さい企業ほど定着、採用状況ともに悪いこと、(3)若年者の確保・定着のために、労働条件面で様々な配慮が行われているが、とくに、労働時間、休日・休暇面での改善と、賃金改善が重視されており、人事・労務面では、能力評価や教育訓練等での若年者のモラ-ルを引き出すための方法の探求が試みらりていること、等が明らかとなった。若年者個人に対する調査からは、(4)就職先企業を決める際に、自宅からの通勤圏か否かを主たる基準としているものが多数を占めること、(5)現在の勤務先について、無限定的な帰属意識は小さく、比較的ドライな意識をもっており、(6)賃金面での不満を主な理由として、転職志向をもつものが5割に近いこと、等が明らかとなった。
