今年度の調査研究においては、地方都市における中心商店街の持続的発展を担う主体の1つとして商工会を取り上げ,福島県内の商工会105に対して『商工会による地域活性化への取り組みアンケート調査』実施した。回収数は42であり,回収率は40%である。調査結果は次の通りである。1.商工会の会員は卸売小売業が中心でこれに建設業,サービス業,製造業などが続くが,過去3年では卸売小売業と飲食店が減少している。2.過半の商工会が過去5年以内,特にここ2年以内に商工会等地域活性化ビジョンを策定しているが,地域振興ビジョンの対象は商業・商店街に関するものが最も多く,これに観光業が続く。3.地域振興ビジョンで提案された主要事業は,既存商店街の街路を中心とした再開発が最も多く,これに公共施設を含めた複合型SCと,観光・物産販売をかねた「道の駅」が続く。4.商店街等の空洞化は進み,人通りや販売額,商店数が「増加」しているのはわずか2〜3にとどまり,それも商店街内への大型店出店に依存している。5.40商工会における空き店舗数は232店に及び,その原因は後継者がいないことや大型店の影響,郊外店への脱出が続く。6.商工会等による「仕事おこし」への取り組みは完全に遅れており,空き店舗対策があるのはわずか1商工会であり,実績」や「具体的方策」をもっている商工会は一つもない。7.「産業おこし事業」も「第3セクターに出資している」や「部会等の事業として関わっている」など商工会が直接に関わっているのは9つの商工会にとどまる。
