项目摘要

熊本地震により整備された災害公営住宅は2020年3月末をもって全てが竣工し、現在被災者は新しい暮らしに慣れてきた時期である。そのため被災者の暮らしに着目した調査研究が可能となってきたと言える。これまでの研究では、行政による災害公営住宅の発注方法や住居形式の決定理由について、自治体担当者へのヒアリング調査を元に、各市町村の被害状況や住宅政策の違いを踏まえて傾向を分析してきた。一部の設計者に対しては、ヒアリング調査や図面等の資料収集を行った。本研究では、住民による住まい方や使われ方調査を中心に行っているところである。以上の調査から行政や設計者の意図と住民のニーズを照らし合わせ、熊本地震における災害公営住宅の計画の適性について考察することを本研究の目的としている。2021年度は緊急事態宣言や重点措置が発令され県外への移動ができない時期が続いたが、2022年度は被災者にヒアリング調査を行うことができた。住民の滞在状況によってばらつきはあるものの、全ての木造災害公営住宅で調査することができた。2022年度の研究成果としては2つ挙げられる。1つ目は屋外の床仕上げや植栽から外構の管理状況と居住者間交流について分析した。外構の管理は住民で行うのが主であるが、自治体主導や住民個人で行う管理、一斉清掃など団地ごとに異なっているが、特に芝の場合、芝刈り機を持っている住民が限られていることから一斉清掃を行い交流のきっかけとなっている事例が多く確認できた。2つ目は平面計画におけるコミュニティへの配慮について、設計者の意図と住民の使われ方を比較した。今回は出入り口に土間やアルコーブのある４つの団地に着目した。東日本大震災で整備された災害公営住宅ではリビングアクセス型住戸が多く採用されたが、リビングアクセスではなくてもコミュニティ形成や見守りを促す設計の工夫が役立っていることを確認できた。
