Problems of Resource Mobilization : NGOs in Nepal

这是一项社会学研究，旨在了解尼泊尔非政府组织面临的问题，并展示非政府组织维持其活动的有利环境。研究的目的是1)了解非政府组织如何调动财政和人力资源来实现其目标；2)了解非政府组织面临什么样的困难，与财政和人力资源有关；3)了解有效的环境，特别是公共部门和私营部门，以维持非政府组织的活动。本研究揭示了以下结果。也就是说，1)非政府组织的活动形式是由其可能调动的资源决定的，2)社会企业家和在南亚从事营利性活动的非政府组织是可持续组织管理的典范之一。为了证明上述观点而进行的研究揭示了以下发现：1)许多受访者都面临财务问题，提到缺乏捐助者的定期资助或长期资助。一些非政府组织对加德满都非政府组织与加德满都以外的非政府组织之间，以及尼泊尔非政府组织与国际非政府组织、外国发展机构之间的不平等权力关系感到不满；2)一些非政府组织一直以营利活动为基础进行筹款活动。

This is a sociological study, which aims to understand the problems of Nepalese NGOs faced and to show the enable environment of NGOs to sustain their activity. The objectives of the study are 1) to understand how NGOs mobilize financial and human resources to attain their goals, 2) to understand what kind of difficulties NGOs are faced, related to financial and human resources, 3) to understand the effective enable environment, especially, public sector and private sector to sustain NGO's activities.The following findings were revealed by this study. That is, 1) the activity form of the NGOs are prescribed by the resource which they are possible to mobilize, 2) Social entrepreneurs and the NGOs which do for-profit activity in South Asia are the one of the model of the sustainable organization management. The research conducted to prove the points above mentioned revealed the following findings ; 1) many respondents have been faced financial problems, mentioning the absence of regular funding or long term funding from donors. Some NGO have been dissatisfied with unequal power relation not only between NGO of Kathmandu and the one out of Kathmandu but also among Nepalese NGO and International NGO, foreign development agencies, 2) some NGO have been conducting the fund raising activities based on the for-profit activities.
