現代日本において、ひとり親家庭は経済的に不利な状態であり、母子家庭の場合は収入の低さがさらに顕著である。本研究の目的は、その一因が女性運動家の山高しげり（以下「山高」）や当事者団体である全国未亡人団体協議会（後に改称、現全国母子寡婦福祉団体協議会。以下「全未協」）がリードした母子福祉の活動にあるのではないかという仮説をたて、それを検証することにある。山高は戦中、戦後の混乱によって父親を失った母子家庭の窮状を救うため、全未協による活動をリードして、母子福祉の推進に尽力した女性運動家である。運動の成果の一つとして1964年に成立した「母子福祉法」（今日の「母子及び父子並びに寡婦福祉法」）は、長い間日本の母子福祉の施策の要であり続けた。現在のひとり親家庭の制度の輪郭をはじめに描き出したのが山高や全未協の活動だといえるだろう。しかし同時に、山高や全未協の活動が見逃した課題や捨象した問題があるのではないか。その限界ゆえに現在のひとり親家庭支援が十分に効果をもたらせない現状につながっているのではないか。本研究はこのような問題意識に立って、山高や全未協の対象からもれたケース、射程から外れた問題、見逃された課題などを明らかにすることを目指す。そこから、必要とされていた支援やサポートは何だったのか、①社会福祉の視点、②ジェンダーの視点、③子どもの権利擁護の視点から検討し、山高や全未協の活動の限界に関する評価につなげるものである。
