戦後日本においては、生存権と教育を受ける権利を保障した憲法の下で、それぞれの法制度に依拠した福祉行政と教育行政の縦割りが長らく続いてきたため、子ども関連諸制度においても教育と福祉が統合的に捉えられてこなかった。一例として、貧困世帯に対する義務教育就学費用の援助制度においては、文部科学省が管轄する就学援助と厚生労働省が管轄する教育扶助（生活保護）が競合する二元的な制度形態となっており、貧困児童の就学保障における教育と福祉の分裂状況があるために子どもの成長発達が十全に保障されなかったと批判されてきた。そこで、本研究では、現行の就学援助制度が成立し、また、生活保護法が制定された1950年代を主な射程として、（1）国の教育行政と福祉行政が教育と福祉の権利を統合的に捉えることができなかった要因を明らかにするとともに、（2）国に先んじて行われていた地方公共団体の就学援助策によって企図された、経済的に困窮する子どもの教育ニーズへの応答施策の制度化過程を解明することを目的とした。初年度は、①研究環境の整備、②上記（1）に関する資料収集及び研究成果の取りまとめ、③上記（2）に関する一部の資料の収集を行なった。①研究に使用する機器の設置、文献収集の収集により、調査研究が始められる研究を整えた。②小川政亮が収集した「戦後日本社会保障資料」（明治学院大学蔵）所収の資料を収集した。これらを用いて、1950年代前半の就学援助制度の成立過程について論稿としてとりまとめ、学術雑誌に投稿するとともに、上記（1）の課題に係るこれまでの研究成果を学位論文としてまとめた。③鳥取県において戦前の就学援助の実施に関する資料を、横浜市において戦後の就学援助に関する資料の収集を行なった。両者とも、追加の資料収集が必要であるが、今後収集すべき資料も把握できたため、次年度はスムーズに資料収集を行うことが見込まれる。
