2011年3月11日に発生した東日本大震災による福島第一原子力発電所の事故から12年が経ち、復興は進んでいるが、依然として多くの住民が避難を続けている。避難区域が再編される中、帰宅する住民や移住を決めた住民、そして帰還か移住か悩む住民など、様々な立場の人々が存在する。本研究では、東京電力福島第一原子力発電所事故から11年後に帰還を開始した福島県双葉郡双葉町住民の帰還企図、放射線リスク認知や、政府の放射線対策に対する認識度、処理水の放出に対する不安、生活の質や心理的健康状態などの変数を分析し、放射線リスク認知に影響を与える主要因子を把握することを目的とする。また、避難地域の異なる住民の帰還企図を分析し、リスクコミュニケーションの重点対象や内容、効果的なコミュニケーション方法を見つけ出すことを目指す。2022年6-7月に、福島県内、および県外に避難している双葉町住民にアンケート用紙を送付した。回答した404名のうち、福島県内に居住する者は274人（67.8％）、県外に居住する者は130人（32.2％）であった。県内と県外避難者の間で帰還企図、処理水の放出に対する不安、水道水に対する不安、双葉町の整備等への期待している住民の頻度に有意差は認められなかった。一方、県内避難者は、定期通院患者の割合が高く、放射線相談施設を知っている人が多かったのに対し、県外避難者は、双葉町に住むことによる健康影響への懸念や放射線が次世代に影響を与える可能性についての懸念を抱く割合が高かった。

March 11, 2011: The Great East Japan Earthquake and the Fukushima Daiichi Nuclear Power Plant Accident have been going on for 12 years, and many residents are still taking refuge.
