项目摘要

This study aims that postwar civil engineering projects, that is large scale infrastructures, are evaluated fairly throughout the future. Though evaluations of the civil engineering heritages have been carried out until now, these facilities have been limited before 1945. This study is, taking up the large scale infrastructures after 1945. The documents which clarified the planning process were collected and saved, and the interview surveys for the interest parties who exists were carried out. Intended infrastructures are Seikan Tunnel, Otaru Canal, Hachirougata reclamation, Tadami River electric power development, Metropolitan Expressway, Meishin Expressway, Trans-Tokyo Bay Highway, Narita Airport, Tokaido Shinkansen, Honshu-Shikoku bridges, Kanmon Bridge and Tunnel. Research partakers all over Japan have studied each end.Main accomplishments by this study are as follows.1) Social environment changes were coordinated in the time of planning and afterwards. 2) The following were shown in evaluation of large scale social infrastructures : Not only economical index but also civil engineering historical evaluation is important.3) For planning and realization of the large scale infrastructure, it was shown that reliable consensus building process was necessary.
