RESEARCH ON REALITY AND COMPARATION ON LEGAL ISSUES ABOUT LOCAL SHORT DISTANCE PUBLIC TRANSPORT SERVICE AMONG EU, GERMANY AND JAPAN

经过两年的研究，我们可以考察欧盟、德国和日本的短途公共交通服务的实际问题和法律的问题。(1)首先我们可以解读来自德国的彼得·巴杜拉教授关于“公共企业的社会服务管理”的演讲。讲座在大坂大学举行。(2)其次，在我们的研究中，我们在德国的施派尔大学做了一个关于日本关于短途公共交通服务的法律的讲座。(3)然后分析了欧盟、德国和英国的短途公共交通服务的现状和存在的法律的问题。(4)2005<th>年4月25日，西日本铁路公司在天崎尼崎发生铁路事故，造成107人死亡。就铁路系统而言，我们必须尊重效率、效益和私营化。但我们不能忘记系统安全的价值。

After two years of our research, we could investigate the actual and legal problems of short distance local public transport service of the EU, Germany and Japan.(1) At first we could interpret the lecture on "social service administration by public enterprises" by Prof.Dr.Peter Badura from Germany. The lecture was held at the University Osaka.(2) Secondly in our research we gave a lecture at University Speyer in Germany on Japanese legal is sues about short distance local public transport service.(3) Then we analyzed the actual and legal problems of short distance local public transport service among EU, Germany and England.(4) 107 Persons died on the 25^<th> of April 2005 at Amagasaki in a railway accident of the West Japan Railway Company. We must respect, as for a railway system, on efficiency, effectiveness and privatization. But we must not forget the value of safety in the system.
