(1)本研究計画の第2年度に当たる本年は、初年度に引き続き、国立公文書館所蔵の「文部省公文書」(昭和59年度移管分)の中、義務教育費国庫負担制度に関する「市町村義務教育費国庫負担法ノ沿革」(全1冊)、「小学校教員俸給・赴任旅費ノ道府県負担移管ニ関スル文書・資料」(全3冊)、及び「教員俸給費国庫負担総規」(全3冊)と題して綴られている薄冊を中心に、資料調査を行った。これらの資料の中、「小学校教員俸給・赴任旅費ノ道府県負担移管ニ関スル文書・資料」(全3冊)については、詳細な目録を作成するための基礎作業を完了した。既に初年度において、「市町村義務教育費国庫負担法ノ沿革」(全1冊)については目録作成のための基礎作業を終えているので、併せて解説を付して公刊を準備している。なお、「教員俸給費国庫負担総規」(全3冊)については、義務教育費国庫負担政策関連の資料が少ないことから、目録作成は行わないことにした。(2)本研究に関わる文献資料として、『近代日本教育制度史料』、『地方財政概要』(内務省地方局)などを購入した。特に、『近代日本教育制度史料』は、平成16年5月に名古屋工業大学から奈良教育大学へ転任したが、前任校で整備してきた資料が相当部分手元から離れたため、急遽購入したものである。なお、初年度に購入した資料は、大学の法人化に伴って管理換えの手続きができなくなったため、しばらく利用できなくなっていたが、図書の特別貸出という制度で手元に置けるようになった。これらの事情のため、諸資料を対照しての検討に大きな困難の生じた1年であった。

In the first year,"Evolution of Municipal Compulsory Education Fee National Treasury Burden Law"(full volume 1) is included in the preparation of basic work, explanation, payment and preparation of public publications. "Teacher's Salary Tax Burden"(all 3 volumes) contains information related to the compulsory education tax burden policy, and the table of contents is prepared. (2)This study is related to literature data,"Historical data on modern Japanese education system,""Summary of local finance"(Ministry of Internal Affairs Local Bureau), and "Purchase." In particular,"History of Modern Japanese Education System," Nagoya Institute of Technology, May 16, 2016 In the first year of the year, the purchase data was transferred to the university's corporate management system, and the special loan system was transferred to the university. This is the first time in a year that we've had a problem with all the data.
