従来のこのテーマについての研究は、教育政策・制度史、あるいは日本人教員史や教科書統制といった、民地支配を行った側の視点から実態分析を行ってきたといわれ、占領下・植民地教育の全貌を反映するには至らなかった。それは受けた側には、実施側と同等、あるいはそれに相当する資料が欠如していることに由来する。日本の植民地教育の実態分析を深める事を目的として、本企画では以下の作業を通じて、中国、韓国その他の国々の研究者との信頼関係を醸成しつつ、彼らの協力を得た国際共同研究及び調査実施をして、従来の研究の弱点の克服を試みた。第一に、(1)植民地教育の実態的側面を分析するために、各種史料の所在とその内容の調査。そのために、遼寧省歴史文書史料保存館、上海市図書館をはじめとする主要な史料保存先、学説史に関する基礎的調査のために、黒龍江省社会科学院、ハルピン工業大学、吉林省歴史文書史料保存館、東北大学、北京大学、中国社会科学院日本研究所、沈陽師範大学、天津市社会科学院、南開大学、復旦大学など主要な研究機関を訪問し、学説史に関する基礎的調査をし、意見交換をした。さらに、福岡と上海において、中国・日本及び韓国の研究者と研究調整会議を実施し、研究について打ち合わせ、調整を行った。(2)上記の研究を進めるなか、特に植民地支配を受けた側からみた、植民地教育の実態に関する学説史についての予備的調査。未邦訳及び日本での紹介が未だなされていない史料・文献・論文及び体験者の回想・オーラル・ヒストリーなどを中心にして、学校教育関連だけではなく、教育文化的な視点をもつ素材を視野に収めつつ、その体系的な収集・整理を行ってきた。第二に、第一の成果を踏まえ、今後の国際共同研究の方向性を明確にしていくための意見交換と成果発表のため、2003年12月、中国・重慶(西南師範大学)において、開催される第六回植民地教育研究国際シンポに参加し、韓国、アメリカ、台湾・香港、マカオを含む中国の研究者及び体験者と意見交換を通じて、本企画調査の成果と課題を総括しながら、本研究の到達点と克服しなければならぬ問題点を課題として明らかにし、今後の国際共同研究の基盤を固め、展開する企画をした。
