本研究は、空港、港湾、鉄道、道路、情報通信等からなるネットワーク型社会インフラの分析枠組みを構築し、時間的・空間的な集積の経済が発生する都市機能に着目し、その効率的な整備・運用方法に関して理論・実証の両面から政策分析を行う。多数の市場・経済社会がネットワーク上で結合しているとき、そこを通じた波及効果のために政策介入の効果を、産業立地や人口集積が同時決定される一般均衡モデルによって捉える。具体的には、(1)時間的・空間的な集積の経済・不経済の理論的研究、(2)多様な労働者の立地と通勤選択、(3)複数の財を生産する企業に対する規制政策と費用便益分析、(4)国際ネットワーク上における人的および物的流動増大の効果の実証分析、(5)国際課税制度が企業行動に与える影響の実証分析、(6)貿易・交通・要素移動のセミマクロ経済分析という6つのテーマで分析し、相互の連関を一般均衡的に統合した分析枠組みを構築する。そのいくつかの研究成果のなかで、Khuram, Ishida, Khan, Hotak, Moahid, & Yoshida (2022)では、アフガニスタンの学校教師の職務満足度と動機付け要因に焦点を当てた研究を行った。カブールの378人の教師から得られたフィールド実験データを使用して、給与、一日あたりの授業数、クラスあたりの生徒数、仕事机、教師研修、居住地区など、提案された動機付け政策の関連要素が教師の満足度に与える因果効果を測定した。提案された教師の動機付け政策は、サンプルによって広く支持されることがわかった。また、長谷川(2022)では、2009年度税制改正において日本企業が海外子会社から受け取った配当が益金不算入（非課税）となったことで、日本企業の海外子会社（特に規模の大きな子会社）が利益移転の誘因に反応したことを示した。
