電力小売に関する官公庁の入札案件についての調査を前年度に引き続いて継続して行った。そこでは、おもに、2009-2010年度の入札案件における、施設名(施設内容)、契約電力料、予定使用量、落札価格、落札者(落札者数)等といった案件の詳細に関して、インターネット上で公開されている入札公告・落札公告をもとに、また、必要に応じて電話・FAX等による補足的な聞き取りを直接おこなって、電力入札に関する情報を収集した。このデータをもとにデータ・ベースを構築して、これまでのわれわれの入札情報データ・ベースに統合できるように整理した。ただし、平成23年3月11日に発生した地震の影響で、東北地方を中心にして、いくつかの入札案件に関する調査が積み残されている。このため、今後、入札を担当する部署が落ち着きを取り戻した時点でフォローしていきたいと考えている。このデータのうち、2006年度に行われた入札情報に関するデータを用いた分析をより詳細に行った。そこでは、入札者が入札において勝ち目がないと判断したときに応札しないという選択肢がある(入札行動の内生性)ことを考慮して、自由化された小売電力市場において、既存事業者である電力会社と、新規参入者である特定規模電気事業者(PPS)との間の競争によってどれだけ電気料金が低下したのかをノンパラメトリック・アプローチを用いて分析した。この分析結果は論文としてまとめて、英文学術誌に投稿した。さらに、この研究を発展させたものについて研究報告を行った。
