本研究の目的は、人口減少社会において、経済の生産性を維持し公平かつ安定的な富の分配を実現する基礎となる社会資本整備のあり方を明らかにすることである。本年度は研究期間の初年度にあたるため既存研究及びデータの整理と基本モデルの構築という基礎研究に注力し、人口構造と社会資本の相互作用とメカニズムを明らかにしてきた。具体的には、地域・産業・世代間の各課題に関する先行研究・関連研究の文献調査・課題整理と人口構造変化と社会資本蓄積を取り入れた経済モデルの構築を行い基礎的な解析が完了した。その結果として、査読付き論文が2編のほか、査読なし論文（ワーキングペーパーを含む）が3編、図書が1編が公刊された。また、成果の一部は学会報告として国内外の主要学会にて報告されている（年次大会・研究集会など計8回）。研究の主要な結果としては①交通インフラの整備により輸送コストを下げることができる環境下で各政府が政策ゲームを展開し公的資本形成が促される過程が描写できる分析の理論的フレームワークが構築されたこと、②企業規模が異なるなど異なった特性を持った経済主体が存在する状況でインフラの生産性効果がどういったメカニズムで機能するのかの手がかりが得られたことなどが挙げられる。これらにより、地域・産業における生産性の決定要因と人口構造が変化した場合に政策決定のプロセスを通じて公共投資の水準に与える影響及び公共投資の経済効果が明らかになった。

The purpose of this study is to maintain fairness and stability in the distribution of wealth in an underpopulated society. This year is the beginning of the research period. The analysis of the basis for specific research, literature survey, topic collation, demographic transformation, social capital accumulation, and construction of various topics across regions, industries, and generations has been completed The results of this study include 2 parts of papers, 3 parts of papers and 1 part of books. A report on the achievements of the society will be submitted to the main societies at home and abroad (8 annual conferences and research meetings). The main results of this study are as follows: ① Traffic regulation, transportation, capital formation, capital structure, etc.(2) The size of the enterprise is different, the characteristics are different, the main body is different, the production effect is different, the function is different, the hand is different. The key factors of productivity, geographical and industrial factors, demographic factors, policy factors, public investment levels and effects, etc.
