本研究は部活動の地域移行のモデルを構築し、その知見を、学校に、地域に、教育行政に、社会に提供することで、現在検討が進められている部活動の地域移行に役立てることを目的とする。本研究では地域移行を含めた「地域展開」の方策を探る。そのための達成目標（小目的群）は次の3点である。第1に部活動の地域展開の必要性等を先行研究の文献調査から明らかにすること（理論研究）、第2に部活動の地域展開の実態と課題を、既に実践している先駆的な地域への観察調査及びインタビュー調査、全国の市区町村教育委員会（1724）、都道府県教育委員会（47）、同私学協会（47）、各競技・種目の中央団体（85）への質問紙調査等から分析・考察すること（実践研究）（※括弧内の数字は調査対象数）、第3にこの2点を踏まえて、部活動の地域展開を総合的に分析・考察し、複数のモデルを構築し提言することである。研究一年目にあたる2022年度は以下の研究を遂行した。研究内容（1）は地域展開を含め近年の部活動改革に関する論文等を抽出し、分析・考察した。研究内容（2）は地域展開を先駆的に実施し部活動の地域展開のモデルになると考えられる学校（地域）を訪問し（5ヶ所）、観察調査及びインタビュー調査を行った。調査対象は研究代表者・研究分担者・研究協力者で構成する「研究協議会」で決定した。また、2023年度に実施する質問紙調査の質問項目を策定する準備を行なった。研究内容（3）は上記2点の研究分析を踏まえ、学際的な視点（10の研究分野の視点）から分析・考察を行い、部活動の地域展開の望ましい形態・方策を明らかにし、複数のモデルを構築・提言（発信）するが、そのための準備を行なった。
