项目摘要

本年度は、流域治水に関する予備実験と欧州調査を実施した。予備実験の結果については未だ分析段階にないため、以下、欧州調査で得られた知見について整理・報告する。欧州の河川は勾配が緩いエリアが広く、流域が長く、水の流れが緩やかであるため、欧州の洪水は日本と比較して避難の時間的猶予がある場合がある一方で、内水氾濫が課題となりやすい。このような水害による地域への影響が異なるものの、欧州の流域治水はリスク評価の考え方が先駆的であり、我が国でも参照すべき点が多々ある。欧州の洪水リスク評価への取り組みは、1990年代以降に相次いで発生した大規模洪水への対応として、EUが2007年10月に発行した洪水リスクの評価と管理に関する指令が契機となっている。同指令では期限を定めて洪水マップの作成とそれを用いた管理計画の策定を義務付けた点に特徴がある。洪水対策は各国の裁量に委ねられているが、保険制度との連携が我が国と異なる特徴的な点の１つとして挙げられる。なかでもフランスはEU指令以前の 1981 年の大洪水を契機に自然災害に対する保険制度が確立されており、これを拡充する形で水害保険の制度が確立された。政府が保険制度に直接介入することで、法律と直接的に関連させて運用させると同時に、災害リスクの高いエリアには保険を適用しないなど、厳しい土地利用規制を実現している。とくに今回の調査では、ロワール川沿いの洪水頻発エリアでは歴史的に要塞が堤防を兼ねた土地利用が行われている場所もあり、そうした地域では防災と景観保全が両立できていることが認められた。一方、イギリスにおける調査では、政府と保険業界の連携により、水害リスクの高い者の掛け金の急激な上昇の緩和措置が取られており、安全なエリアへ移動を促す政策が採用されており、脆弱性の高い者に対する配慮が重点的になされていることが明らかとなった。
