项目摘要

本研究課題の最終目標は，健常者だけでなく，身障者，妊婦，幼児帯同者，高齢者といった交通弱者も含めたすべての主体がまちなか活動を楽しむことができる福祉のまちづくりの実現である。本研究の対象地である熊本市では，2021年に熊本市移動円滑化推進協議会を設置し，だれもが移動しやすく暮らしやすい多核連携都市の実現を目指し，面的・一体的なバリアフリー化を進めるためのバリアフリーマスタープランの策定に取り組むなど，福祉のまちづくりの実現に向けた機運が高まりつつある。一方，わが国では2020年度より，現実の都市を仮想空間に再現し，オープンデータとして様々な分野での活用を推進する「Project PLATEAU」が取り組まれている。しかし，そのデータの活用方法においては現在，模索の段階である。そこで本研究（2022年度，初年度）において，福祉のまちづくりの実現に向けた基礎的な取り組みとして，熊本市中心市街地のバリアフリーに関する基礎調査（交通弱者のまちなか活動に求められる設備，安全なまちなか回遊のためのバリアフリー整備状況の現状を把握する）とPLATEAUを活用したバリアフリー情報のデータベース化に取り組んだ。交通弱者の店舗の利用可能状況については，熊本市中心市街地の4,094店舗のうち373店舗が利用可能，251店舗が条件付きで利用可能，1,881店舗が利用不可能であり，調査した店舗の15.2％が利用可能であることが分かった。条件付きで利用可能な店舗に関しては，「介助者がいれば利用可能」や「事前に連絡があれば利用可能」だった。また，一方で，45.9％の店舗が利用不可能であった。その理由として，店員がサポートできない，エレベーターがない，店舗内に段差がある等が挙げられた。
